    SB 1343 - California

    Janine Yancey served as an expert witness on SB 1343 and helped draft the bill, which included convincing legislators to reduce a proposed 2 hours of non-supervisor training to 1 hour for non-supervisors.

    Janine also presented to the California Civil Rights Council and persuaded that body to allow California’s 2 hour training requirement (for supervisors) to be completed over 2 years, allowing managers to take 1 hour of harassment training each year

    While federal law, under the governance of the U.S. Equal Employment Opportunity Commission (EEOC), doesn’t currently require state entities or private organizations to provide sexual harassment prevention training to employees, the EEOC strongly encourages employers to provide “regular, interactive, comprehensive training for all employees”. It emphasizes that employees should understand organizational rules, procedures, and expectations in the work environment, alongside the consequences of misconduct under the Civil Rights Act of 1964.

    In addition to these recommendations, many states including but not limited to Idaho, Ohio, Oregon, Rhode Island, and South Dakota, endorse regular harassment prevention training. States such as Kansas, Kentucky, Louisiana, Maryland, Mississippi, Nevada, New Jersey, North Carolina, Pennsylvania, Tennessee, Texas, Utah, Virginia, and Washington mandate that some or all state employees receive sexual harassment prevention training.
